A Comparative Analysis of Health and Development Policies in Tanzania

In June 2011, the President of Tanzania, Hon. Dr. Jakaya Mrisho Kikwete, launched a Five-Year Development Plan (FYDP) for Tanzania; covering 2011-2016. The plan, launched during the time of Parliament Session in Dodoma, was highly publicized, but came as a surprise to many stakeholders, particularly those working in the civil-society sector. It raised several pertinent questions that remain unanswered. Some civil-society representatives have engaged in a dialogue with government officials in the Ministry of Finance for answers to these questions but no official position has yet been given. The comparison here, of the FYDP and MKUKUTA II, focuses on family planning and reproductive health (FP/RH) to show how they are addressed and the implications for future priority setting.
