Carrie has expertise in policy analysis, measurement, and evaluation. Prior to joining AFP, she spent several years evaluating national federal demonstration programs as an analyst at Mathematica Policy Research. She also worked as researcher at the City University of New York’s Institute for State and Local Governance, where she supported a MacArthur Foundation initiative to reduce jail populations in the US and to decrease racial and ethnic disparities within the criminal justice system. Carrie is passionate about using evidence based policy interventions to enhance women’s health and wellbeing. She is currently pursuing her PhD in the JHSPH Population, Family and Reproductive Health Department, and has her Masters of Public Administration from New York University’s Robert F. Wagner Graduate School of Public Service.
