On December 3-5, 2014, the DRC held its 3rd National Conference to Reposition Family Planning in Kinshasa. The long-term objective of the conference was to make family planning a strategic intervention to enable the DRC’s emergence by 2030. In the short-‐term, the conference aimed to:
- Increase family planning visibility in order to raise more funding from the government and donors in the health sector;
- Mobilize other partners from the private sector and faith-based organizations;
- Emphasize youth’s access to family planning services.
The Conference centered on the theme: "Family Planning, Pillar of the DRC’s socio-‐economic development." Sub-‐topics included: Family Planning and the Demographic Dividend, Youth and Family Planning, and Family Planning, the Private Sector, and Religion. Each day was dedicated to a sub-‐topic, including a plenary session, 6 parallel sessions (3 sessions in the morning, 3 in the afternoon). The final session of the day consisted of several parallel “mini-‐workshops” for skills development. The conference drew approximately 400 participants, including the 11 Provincial Ministers of Health, the 11 Provincial Ministers of Gender, the 11 Provincial Inspecting Doctors and 11 Provincial Coordinators of the PNSR, 11 Representatives of the Provincial Assemblies, and 1 Senator.
With AFP’s support, the National Reproductive Health Program (PNSR) organized several technical sessions to introduce the new subcutaneous contraceptive method Sayana Press to doctors, nurses, and midwives from throughout the DRC prior to the National Family Planning Conference. The sessions were held in Kinshasa at the Memling Hotel on 1-2 December. The workshops were led by Cathy Ndiaye of PATH and Alain Kabore of UNFPA, each the point person for the Ministry of Health’s introduction of Sayana Press in their respective countries of Senegal and Burkina Faso. Dr. Ndiaye will present Sayana Press at one of the plenary sessions on the opening day of the conference, and Ndiaye and Kabore will direct a mini-workshop on Sayana Press during the conference for a broader audience of family planning stakeholders and policy makers.
Sayana Press is being introduced in several AFP focus countries (Burkina Faso, Senegal, DRC, Nigeria and Uganda), and our partners have already identified some policy barriers surrounding its introduction that could be addressed through advocacy. AFP partners will continue to collaborate with their service delivery partners to advocate for Sayana Press to be offered by all qualified and trained providers in the intervention areas, in some cases including pharmacists and relais at the community level.
We look forward to continued collaboration among the countries currently introducing Sayana Press and applaud the DRC National Family Planning Conference organizers for facilitating the conversation.

La RDC a organisé la 3ème Conférence Nationale pour le Repositionnement de la Planification Familiale à Kinshasa, du 3 au 5 décembre 2014. Les objectifs de la conference étaient:
A long terme: Faire de la Planification Familiale, une intervention stratégique en vue de l’émergence de la RDC à l’horizon 2030.
A court terme:
- Augmenter la visibilité de la PF afin d’attirer davantage de financement du gouvernement et des bailleurs de fonds en sante ;
- Mobiliser davantage les autres partenaires du secteur privé et des confessions religieuses ;
- Mettre un accent sur l’accès des jeunes aux services de Planification Familiale.
Le thème retenu était : Planification Familiale, Pilier du Développement socio‐économique de la RDC
Les sous thèmes étaient :
1. Planification Familiale et Dividende Démographique
2. Jeunes et Planification Familiale
3. Planification Familiale, secteur Privé et Religion
Chaque jour a été consacré à un sous thème présenté en plénière et autour duquel seront organisées 6 sessions parallèles, 3 sessions avant midi et 3 sessions après-‐midi et une plage sur la recherche et sur l’information en Planification Familiale. Approximativement quatre cent personnes ont participé à la conférence, y compris les 11 Ministres Provinciaux de Santé, les 11 Ministres Provinciaux de Genre, les 11 Médecins Inspecteurs Provinciaux et les 11 Médecins Coordonnateurs Provinciaux de PNSR, 11 Représentants des Assemblées Provinciales, 1 Représentant du Sénat.
Avec le soutien d'AFP, le Programme National de Santé de la Reproduction (PNSR) a organisé plusieurs sessions techniques pour présenter la nouvelle méthode de contraception sous-cutanée Sayana Press aux médecins, infirmiers/ères et sages-femmes de toute la RDC avant la Troisième Conférence Nationale pour le Repositionnement de la Planification Familiale en RDC. Les sessions se sont tenues à Kinshasa à l'Hôtel Memling du 1er au 2 décembre. Ces ateliers ont été menés par Cathy Ndiaye de PATH et Alain Kabore de l'UNFPA, tous deux étant le point de liaison avec le Ministère de la santé pour la présentation de Sayana Press dans leurs pays respectifs au Sénégal et Burkina Faso. La Dr. Ndiaye présentera également Sayana Press en plénière lors de l'inauguration de la conférence, et Ndiaye et Kabore dirigeront pendant la conférence un mini-atelier sur Sayana Press destiné à un public plus large comprenant des parties prenantes de la planification familiale et des décideurs.
Sayana Press est actuellement présenté dans plusieurs pays cibles d'AFP (Burkina Faso, Sénégal, RDC, Nigeria et Ouganda), et nos partenaires ont déjà identifié plusieurs barrières politiques à l'introduction de cette méthode et qui peuvent être adressées par des activités de plaidoyer. Les partenaires d'AFP continueront de collaborer avec leurs partenaires de prestation de services pour encourager l'acceptation de Sayana Press et permettre que cette méthode soit offerte par tous les prestataires qualifiés et formés dans les zones d'intervention, y compris dans certains cas des pharmaciens et des relais communautaires.
Nous continuerons de soutenir la collaboration entre les pays où Sayana Press est présenté, et félicitons les organisateurs de la Troisième Conférence Nationale pour le Repositionnement de la Planification Familiale en RDC de faciliter cette conversation.
